Bill S4 has been in front of the Senate for 261 days. The Bill is 66 words long. That’s 4 days for every word. (thanks Pierre Poilievre for this info).
The Bill simply changes the term of all new Senators from ending at age 75 to being limited to a 8 years for each time appointed.
With 94 sitting Senators (63 of which are Liberal), and an annual Salary of over $122,000 per Senator this means we have paid approximately $8.25 Million dollars to Senators since this Bill was brought forward and the meter is still running.
Talk about getting Officially Screwed!!

It is really embarrassing! 261 days for a bill that is 66 words long. They took less time for the Federal Accountability Act, and that bill was much larger. The Senators have had more than enough time to examine and pass this bill.
Hopefully they will do it sooner rather than later.

Apparently, the 8 year term only applies to new Ottawa Senators (not the sporting kind) appointed after the change in law.
The existing senatorial appointees are “grandfathered / grandmothered” so they can sit (sleep, or snooze) to age 75 as they please or dream.

“Bill S-4 proposes to amend section 29 of the Constitution Act, 1867. That section currently provides that a Senator may serve in the Senate until age 75 (section 29(2)).(9)
Clause 2 of the bill replaces section 29 of the Constitution Act, 1867 with the following:
29. (1) Subject to sections 30 and 31, a Senator shall hold a place in the Senate for a term of eight years.
(2) Notwithstanding subsection (1) but subject to sections 30 and 31, a person holding a place in the Senate on the coming into force of the Constitution Act, 2006 (Senate tenure) continues to hold a place in that House until attaining the age of seventy-five years.”

Dudley (#4) yes it has a grandfather clause in section 29 (2). Section 30 pertains to missing two consecutive sessions being grounds for removal and section 31 pertains to resigning with a letter to the Governor General.

The only way PM Harper can provoke the Senators to move (short of an election) is to take it to the public, like he did with the Accountability Act.
