From Oral Questions on Tuesday October 3rd. Lucienne Robillard tried to slam the Tory environmental policy when Minister of the Environment, Rona Ambrose dropped these numbers.
Mr. Speaker, I know the Liberals would like to distract us from their record. Let us talk about that record on climate change and their priorities.
The Liberals gave $2 million to the State Power Corporation of China to buy foreign credits. Last week I told the House about the $4.5 million the Liberals gave to Kazakhstan. Yesterday I told the House about the $5 million to the Asian Development Bank. Today I am telling the House about the $2 million to the State Power Corporation of China, all to buy foreign credits.
That could have paid for anti-pollution technology and sewage treatment to protect the health of Canadians. That money should stay here at home.

So not only were they paying OUR Kyoto credits, but we were paying for China’s Kyoto credits too. How nice of us.
Just another example of the Liberals Officially Screwing Canadians while the Tories continue to slam the door on corruption and waste.

I really believe that Rona Ambrose is going to do a great job as environment minister, and I appreciate the fact that she is taking her time in developing a program to clean up the environment.
Unlike the politicians of the past, she is not jumping to put something out in the press in order to appease them, and get good ratings.
This minister is a smart cookie, who actually cares about her portfolio.

Imagine the enthropy Rona Ambrose must have to overcome to push the faceless bureaucrats of her Ministry!! They’re used to more than a decade of Liberal politicians who, from all accounts, must have worked hard to AVOID doing anything remotely useful. Along comes Rona… suddenly, the bureaucrats are expected to do something useful but to admit to their decades of inactivity.

I’m no huge fan of Canada buying emission credits – as I believe that in the long run we’ll be better off making most of our emission reducing investments here in Canada – but I think you’ve misunderstood what’s going on here.
Under the Kyoto Protocol, any entity that makes an investment that reduces GHG emissions can have that emission reduction certified by one of the major financial institutions that have setup emissions trading markets. That entity can then sell the credits derived from that investment on the open market – RATHER THAN have those credits applied to the Kyoto target of the country in which the reduction was made.
In others words, if the “State Power Corporation of China” makes an investment which reduces the emissions of an existing coal fired power plant by 1000 tons and then sells those credits to Canada, the 1000 ton reduction is applied to meet Canada’s Kyoto target, NOT China’s. The idea being that this creates a market system in which Kyoto signatories can make their emission reductions through the most efficient investments possible – those which get the highest emission reduction per dollar spent – even if there aren’t many cost effective emission reductions to be made in their own country.
As I said, I think we should be making as many of our emission reducing investments as we can here in Canada, but when Ambrose says the Liberals “gave $2 million to the State Power Corporation of China to buy foreign credits”, I’m fairly sure she means that they bought credits FROM China, not FOR China.

I’m beginning to understand why I had to sit in the emergency room at the local hospital with a sick 10 year old with a 103 degree fever for seven hours.
Oh well, as long as they spent all those millions on something that benefits all Canadian taxpayers.

Like anonymous (#1) I too think Minister Ambrose is doing a thorough job. She has a portfolio that takes a lot of research before hard actions are to be taken.
The initial steps already taken to minimize mercury were a real step towards cleaning up our country and I am confident her plan will benefit all Canadians.

Rona also commented about how the European “credit” market, had crashed, losing millions of dollars. I don’t think it is ever appropriate for any government to play in the stock/credit market!
