Did they figure that one out for themselves, or did they force someone to tell them under threat of fines or jail?

Ivan Fellegi created the monster empire that is Stats Can. He deliriously loved the fact that his org creates public policy and boasted about it on the world stage with coerced data.
Yet, he also was only too happy to permit only voluntary release of the census after 92 years in 1906, so he ruined the historical record in 2006! He knew exactly what he was doing then, so no one should listen to him. Some angry genealogists have suggested that he himself wanted to make sure that there would be no record of his own family’s communist leanings.
We saw today that the Chief did not “get” his role, as he had probably been too brainwashed by Fellegi. He was supposed to find a way to rationalize the census questions with privacy questions. Any smart DM equivalent would have downsized the census to important, highly justifiable mandatory questions that Canadians would agree were defensibly important, but he failed to do his job. Only after Fellegi went public, did this yes man resign. How on earth, if he hated his own recommendation options, was he going to sell this to staff????
Now he is embarrassed because he did not make any smart compromises. This is what he is paid the big bucks to do. Now, is embarrassed in the stats community via the Globe. His resignation is essential, but he was just a Fellegi lap dog who bought every thought his boss uttered.
